According to Sholto, it is the ARQ-FAE mode in the 8-FSK version included in MultiPSK. The 15-tone sequence preceding each burst, is a Reed Solomon identifier, enabling the other party to tune in exactly to the transmit frequency and additionally automatically select the correct mode parameters.
